REGISTRATION

Maldives Customs Service issues licenses to clients to carry out a number of functions in the Import/Export Industry. These licenses are for Customs Brokers, Importers, Exporters, Shipping Agents, Local Courier Agents, Bond Keepers, Bonded Warehouses, Entry/Exit Permits and Duty Free Shops.

Applicants are required to download the form and submit it along with the required documents to the Customs Head Office reception.

Bonded Warehouse
Procedures

Any party wishing to register a bonded warehouse should present the following documentation along with the Registration Form attached in the Annex 26 of the Customs General Regulation.


  • Original  Registration Certificate of the Company (an additional copy required).
  • If previously registered, original Registration Certificate of the Bonded Warehouse.
  • Original Contract of Agreement between the landlord/owner of the building (an additional copy required).
  • If registration is required for an individual/company, the following documentation are required:
    • Valid Maldivian National Identity Card of the Individual/Board of Directors (an additional copy required).
    • If the Board of Directors include foreign individuals, a valid work permit is required (an additional copy required).

Bonded Warehouse registration form can be downloaded from the downloads section of the website.

The requirements for registration of bonded warehouse are stipulated in Customs General Regulation.

Applicants are required to download the form and submit it along with the required documents to the Customs Head Office reception.

After the registration process has been completed, a minimum of 1 (one) Bond Keeper must be registered within a period of 10 days from the date of registration.

Under special circumstances, an application may be accepted with only copies of National ID or Work permit. However, the license will only be released upon the submission of their originals. 

Bonded Warehouse Registration will be complete within 7 working days from the date of submission.

Fees

This service will be charged in accordance with the Fees stated in the Annex 36 of Customs General Regulation as per the following:


a) Monthly charges for 20ft Container registered as a bonded warehouse MVR 1,000/-
b) Monthly charges for 40ft Container registered as a bonded warehouse 
MVR 2,000/-
c) Monthly charges for bonded warehouses measuring less than 400 sq.ft 
MVR 1,000/-
d) Monthly charges for any bonded warehouses other than those mentioned in (a), (b) and (c) per sq.ft MVR 2/50

Bond Keepers
Procedures

Any party wishing to register Bond Keepers must complete Bond Keeper Registration Form stated in Article 22 of The Customs General Regulation along with the request Form for Access to Customs Controlled Areas stated in the Annex 21 of The Customs General Regulation. Also, the application form must include the following


  • 2 Passport sized photos (less than 3 months old)
  • Letter of Employment from the company
  • Foreign nationals must present a record of criminal history or a police report endorsed by the local embassy.
  • A valid National Identity Card (additional copy required)
  • Foreign individuals must present a valid work permit  (additional copy required)

Application Form for Entry / Exit permit for Customs Controlled Area Bonded Warehouse registration form can be downloaded from the downloads section of the website.

Applicants are required to download the form and submit it along with the required documents to the Administration Section located on the 3rd floor of the Customs Head Office.

Bond Keeper permits will be issued within 7 working days from the date of application.

Fees

Each registered Bonded Warehouse company is eligible to get 5 bond keeper permits free of charge. Additional permits will be charged MVR200 per permit as stated in Annex 36 of The Customs General Regulation.


Entry/Exit Permits
Procedures

Application Form for permits to access Customs Controlled Areas stated in Annex 21 of The Customs Regulations should accompany the following documents.

  • 2 passport pictures (less than 3 months old)
  • Letter of Employment
  • Foreign nationals must present a record of criminal history or a police report endorsed by the local embassy.
  • A valid National Identity Card of the applicant (additional copy required)
  • Foreign individuals must present a valid work permit (additional copy required)

Application Form for Entry / Exit permit for Customs Controlled Area Bonded Warehouse registration form can be downloaded from the downloads section of the website.

Applicants are required to download the form and submit it along with the required documents to the Administration Section located on the 3rd floor of the Customs Head Office.

Entry/Exit permits will be issued within 7 working days from the date of application.

Importers/Exporters
Importers

Any party importing items for any reason other than personal use must submit the following documents for registration;

  • Importer/Exporter Registration Form (Can be downloaded from Customs Website and available in Valuation and Documentation Counter as well as stated in Appendix 30 of Customs Regulation) 
  • Original Importer License Permit
  • Original Company Registration (If applying on behalf of a company)
  • Original Vessel Registration (If applying for a vessel)

Exporters

Any party wishing to export or re-export from Maldives must be registered at Maldives Inland Revenue Authority (MIRA) and should possess a license issued by Ministry of Economic Development/or any party allocated by this ministry to carry out the licensing procedures.

The following items can be exported and re-exported without an export license:

  • Consignments with a net weight of under 5 kg (except ambergris)
  • Temporary exports
  • Items exported by individuals for their personal use
  • Items such as containers used to import goods
  • Corpse
  • Temporary imports

Customs Brokers
Procedures
In order to obtain a Customs Broker/Agent License, the following documents must be submitted along with the Registration Form stated in Annex 27, of The Customs Regulation.
  • Original  Registration Certificate of the Company (an additional copy required)
  • If the Company is in the export/import business, a letter must be submitted to cancel the C Number allocated to the company 
  • A written document stating that no member of the company (including staff and Directors alike) will conduct import/export business transactions in their own names.
  • A valid National Identity Card of the applicant (additional copy required)
  • Foreign individuals must present a valid work permit (additional copy required)

Applicants are required to download the form and submit it along with the required documents to the Administration Section located on the 3rd floor of the Customs Head Office.

Broker’s Pass

Each Broker/ Agent Company is eligible to get 5 permits free of charge. Additional permits will be charged MVR200 per permit as stated in Annex 36 of The Customs Regulation.


Fees

A total of MVR4, 000 will be charged for this service comprising of MVR500 for registration and an annual fee of MVR3, 500 in accordance with the Fees stated in the Annex 36 of Customs Regulation. 


Shipping Agents
Procedures
In order to obtain a Vessel Agent License, the following documents must be submitted along with the Registration Form stated in Annex 28, of The Customs Regulation.

  • Original  Registration Certificate of the Company (an additional copy required)
  • Permit issued to the airline agent to carry out ground operations
  • A valid National Identity Card of the applicant (additional copy required)
  • Foreign individuals must present a valid work permit  (additional copy required)

Under special circumstances, an application may be accepted with only copies of National ID and Work permit. However, the license will only be released upon the submission of their originals. 

Customs Broker/Agent registration will be completed within 7 working days from the date of application.

Agent Pass

Each Vessel Agent Company is eligible to get 5 permits free of charge. Additional permits will be charged MVR200 per permit as stated in Annex 36 of The Customs Regulation.


Fees

A total of MVR4, 000 will be charged for this service comprising of MVR500 for registration and an annual fee of MVR3, 500 in accordance with the Fees stated in the Annex 36 of Customs Regulation. 


Duty Free
Procedures

In order to register a Duty Free Shop, the following documents must be submitted along with the Registration Form stated in Annex 31, of The Customs Regulation.

  • Company Registration if Duty Free Shop is to be registered under a company (additional copy required)
  • License issues by Ministry of Economic Development to establish a Duty Free Shop
  • A valid National Identity Card of the applicant (additional copy required)
  • Foreign individuals must present a valid work permit  (additional copy required)

Applicants are required to download the form and submit it along with the required documents to the Administration Section located on the 3rd floor of the Customs Head Office.

Under special circumstances, an application may be accepted with only copies of National ID and Work permit. However, the license will only be released upon the submission of their originals.

Duty Free Shop registration will be completed within 7 working days from the date of application.

Local Courier Agents
Procedures

In order to register a Local Courier Agent, the following documents must be submitted along with the Registration Form stated in Annex 29, of The Customs Regulation.

  • Original Registration Certificate of the Company (an additional copy required)
  • Broker Certificate Copy (Under The Customs Regulation, it is compulsory for all local courier agents to pass the Broker Training Course conducted by the training facility of Maldives Customs Service, The Centre for Customs and Excise Studies.
  • A valid National Identity Card of the applicant (additional copy required)
  • Foreign individuals must present a valid work permit  (additional copy required)
